Step 1: Preheat and Prep

  2. In a large mixing bowl, whisk together the flour, baking powder, baking soda, sugar (if using), and salt.

Step 2: Cut in the Butter

  1. Add the cold, cubed butter to the dry ingredients. Use a pastry cutter, fork, or your fingers to cut the butter into the flour mixture until it resembles coarse crumbs with pea-sized pieces of butter. The cold butter is key to creating flaky layers.
